Provided agency-level technical direction and
management for the Office of the Chief Technology Officer (OCTO)
District of Columbia Telecommunications/Information Technology
assets and infrastructure support systems. Have exercised broad
authority to manage, determine and implement the agency's
information and telecommunications technology and management
improvement goals and objectives. Have directed OCTO's efforts to
evaluate, recommend and implement information and technology
management plans and systems for use by OCTO and its components
including technical, managerial, operational and feasibility
assessments. Have engaged in the analysis of emerging technologies
and how the District might best utilize them. Have assisted in the
development of strategic plans, have conducted research and
evaluation of untested IT services and solutions proposed by
District agencies to establish District-wide standards related to IT
innovations. Have utilized expertise in Telecommunications,
E-government and Business Process re-engineering.
Specifically,
utilizing state of the art telecommunications, have enabled the
District to leverage itself to compete with
major providers, in order to establish itself as its own
telecommunications provider.Developed project planning for establishing the
management infrastructure forproviding managed telecommunications services,
and to support a greaterbandwidth technology shift. Objectives have
been to develop a single repository for ITand telecommunications assets; provide a timely
and accurate telephonedirectory for city services and for employees
for both internal and external use;provide a vendor-independent management tool to
analyze, reconcile, validateand allocate monthly phone bills for agency
use; create a combination ofbusiness and data processes that can update all
telecom information with real-time accuracy and reliability; and finally, to
improve delivery of city services. Theproject has included interfacing of Verizon 8
CO 5ESS switches for capturing raw call data, developing an agency
prototype, as well as the full implementation of a web-enabled
electronic telecommunications ordering service (that currently
supports 360 users and 90 agencies), invoice reconciliation, agency
budget & forecasting (which has enabled, for the first time,
adherence to the mandatory anti-deficiency ruling imposed by the
District CFO). The project has achieved its objectives of
multi-million dollar cost savings through detection
of billing inacurracies, fraud, waste and abuse.
Commercial:
Managed Services
Ameritech. Chicago, Illinois
Defined, developed and managed the
implementation ofinformation technology solutions for Managed
Telecommunications Servicecontracts. Developed pre-sale support function
for IT project management,defining the processes for feasibility
analysis, due diligence, outsourcinganalysis, service delivery platforms and
project budget development. Acted asprimary liaison with customer (CRM) during
projects, relating to providingtechnical solutions to business issues, and to
solutioning new businessopportunities.
- Determined the requirements, documented and
managed development, testingand implementation of service delivery systems
and related interfaces to meetcontractual obligations for Call Center Help
Desk, Inventory and AssetManagement, Network Monitoring, CTI, IVR, ACD
and other custom telecomservices. Led development of e-commerce
applications such as vendor electronicbonding and service order web interfacing.
- Specifically managed the entire IT service
delivery platform implementation for a5-year $ 35 M Managed Services
telecommunications outsourcing contractbetween Ameritech Custom Business Services (in
a joint venture with IBM GlobalServices) and a major chemical manufacturer,
supplying global help deskcapabilities and full managed services,
including CDR collection from 44 PBX and2 Centrex sites in the U.S. and in Canada.
- Served as focal point in applying technology
solutions, engaging and directingthe efforts of System Architects, Network
Engineers, Software DevelopmentTeams and third party vendors.
- Managed the implementation of the software
managed services platform,employing 400 customizations to meet highly
complex contractual obligations,conducting an extensive user acceptance testing.

Defined, developed and managed the implementation of information technology solutions for Change
Management, devoted to providingbilling capability for products in intra-LATA
toll, Advanced Intelligent Network, andin Long Distance preparation.
- Determined the requirements, documented and
managed development, testingand implementation of product's billing
capability in intra-LATA toll, cellular,paging, in support of Small, Enhanced, Custom
Business and ConsumerServices.
- Contributed to successful strategic
implementation of optional call planproducts having overall impact in the
intra-LATA toll arena, in preparing for LongDistance entry, for Ameritech; specifically,
led the effort to include Michigan zone usage in one call plan, enabling the potential contribution
of $ 45 M in embeddedrevenue.
- Received the highest recognition in Consumer
Services for successfulreintroduction of a major local call plan, and
in work toward a Total Package callplan, employing sophisticated discounting and
budget billing.
